Fire was pretty good too even before the new balance if you used it. After the new balance the fuel consumption has been increased from 4 to 5 seconds and the Instant damage has also been increased which pretty much make it like freeze and plus the after burn damage which is quite an advantage and now last much longer than before but the damage has been decreased.So anyone can kill steal or self destruct easily at that time which many people may not really like that. Whereas Freeze damage and effect are instant which many people find pretty good and powerful therefore among all the 3 short range weapons it's the choice of many players plus it's more useful than Fire to use in CTF or CP matches since they help to slow the players down which is quite an advantage for the team. So those are the pretty basic reason why people prefer Freeze better
