If you face this problem just after clearing your cache, try refreshing the page first of all. If that doesn't helps then try entering a different server. In my case, changing servers simply fixes the problem. Do you play Tanki else where too? If so then do you get this message at that time?

Personally I feel that you should go for Hornet M2 at first since it's a great hull and it can get along with any other weapons as well. You can still perform good enough even if your Rail is still M1 provided you use it properly so it can wait a little bit. If you think that players are still too strong for you then you can't do enough damage at all, then go for Rail M2 as it is.
