"M4" do not exist officially it is another way to say M3 20/20 or M3+. So your "M4" will be Mk7 20-20 or Mk7+ or Mk8 (pretty sure player will use the Mk8 even if not official). Hopefully the changes will reduce the gaps between players equipment, but if the next Mastery level is availble in the shop via kit product 4 ranks before normal unlocking that will be pointless changes.

MM does it automatically, however only it a team needs it. If you are short on player and still win (or on equal foot) I have experienced many time that MM do not refills your team. If the losing team is short on number, I have seen player being added, and they feels like higher/stronger player. It doesn't not work all the time, as it could take some time for MM to find spare tankers with the adequate ranks. By the time your team may have already lost. I have seen turn over too, the winning team lose some player which are not replaced, and boom they lost in the end.
