Tanki is not "going away" from India. As to how long you should wait, I cannot give you an answer as nobody knows the answer to that as of yet.

Container rarity is the rarity in which you receive the paint upon opening a container. The garage rarity is the rarity in which the paint will appear in the garage (For example, when the paint "Ducks" was added to ultra containers, it was an exotic paint. If you got the paint, it would appear in the list of your legendary paints in the garage).
