That's an interesting speculation, how many times have you tested this theory? According to many players the damage fluctuation is purely random, I would like to see a form of your proof of otherwise!

I believe that they should remove the names above enemy tank, and only reveal it if the tank is within a close distance and/or you have your mouse hovered over it.
