Wow, the new garage. we returned back to old buying system where had to buy all modification of turret or hull to have the unlocked maximum modification, it was around 2014 or 2013. I my self hadn't had even m0 twins at that time (2013-2014) once I reached the rank unlocked twins m3. Hence, I had to buy all m0+m1+m2 to only be able to buy m3. All I mean is that this new buying system is not new. it was existing for years.
