Tldr: Complete scam. Ping is based directly on your location and how close you are to Tanki's server, there are physical cables from your home to your ISP to the data centre which hosts Tanki's servers, the longer that cable is, the higher your ping will be. Saying that downloading software will reduce your ping by routing it through a different way is like saying you can download RAM, its a physical impossibility, you need to lay new faster or shorter cables. If anything the software will increase your ping by placing yet another server in between you and Tanki. Most of these services will be littered with fake reviews on every review site and forum, so be careful. Closed.

Both videos show a program called Tanks Testing Tool which you can use to import anything that you've modelled in a 3d program and make it behave like a tank, so long as you have a 3d model. The second video is a cleverly orchestrated hoax. All the shooting in patterns and typing 777 do nothing but to make you feel that you've done something wrong should the 'guide' not work for you. All the video shows is some theatrics followed by a cut to Tanks Testing Tool framed in the game UI. Pretty simple editing.
