The devs have said they're not bringing back the old system. I'm pretty sure they're still going to fine tune this new system as time goes on.

M2 Rail doesn't look like that good of a deal (moderately expensive and not a huge improvement on M1), but if you like it, and expect to do a lot of clan play, I say you should buy it. M2 Isida seems to be great, but it's not as versatile as M2 Rail.

Nope. 1. Freeze was designed to reliably slow down enemies. If you make the freezing random, it'll be much less useful. 2. 5% is a really, really small percentage. You would only very rarely freeze enemies. 3. Freeze has been nerfed several times already.

If the test server is anything close to the real one, M3 Shaft is still very useful considering the massive amount of Hornets everywhere, but you have to deal with protection paints and the inability to one-shot anything Hunter and up.

Cedar is pretty useful. I got mine from the M1 Medium Tank kit, and it's been serving me well since WO3.

It doesn't, trust me. I've been using Smoky for a long time, against all sorts of enemies, and I've never had a multi-kill with a crit.

If you're being healed by an Isida: 1. You should protect him/her if possible, since they're giving up their own defense/attacking power to help you out. This involves taking out targets that are trying to attack the Isida and taking hits coming their way if needed. 2. Leave the health boxes lying around for them unless an enemy is going to take one for sure. You already basically have a infinite source of health; they don't, unless there's another Isida on the team. The issue is that a lot of players disregard this stuff. They will take health boxes when the Isida following them is low on health and use them as meat shields. If you're an Isida: 1. Heal your teammates. You will be considered a colossal jerk if you don't. I have seen burning teammates desperately run towards an Isida and end up burning to death right in front of them. 2. Don't get yourself killed. If you're supporting a charge, stay behind your healing target and keep a safe distance if there's a Freeze/Firebird/Thunder attacking them. If you're not intending to do any serious attacking when you're with your teammates, don't be the guy in the front. I think using Isida demands a bit of etiquette, more so than the other weapons. A lot of Isida users don't bother healing their teammates or don't try to keep themselves alive when in combat; those people are scorned for a good reason.

Heck no. Dictator is already quite balanced at this point. Slower than Viking, but with more health. If you decided to make Viking the same as Dictator: 1. It would be redundant. There would be no reason to choose one over the other in terms of stats. 2. You would actually have to NERF Viking's speed to make it the same as dictator. 3. If you did this with all of the modifications, M2 Viking would also be nerfed. 4. There would be no reason to use Dictator at M1 or M3, since at those modifications Viking is cheaper and unlocked earlier. This is a very bad idea.

Smoky doesn't have splash damage, so it's impossible for you to take all of them out in one shot. Maybe a teammate with Thunder helped you out.

Smoky-Titan is probably the best combo for DMs. Nice!

M1 Firebird is extremely cheap and also a good deal, but I think Smoky's versatility makes it a better value.

For its price, M1 Smoky is the best value in my opinion. It's unlocked early, cheap, and useful even in the Lieutenant ranks.

M1 Smoky doesn't lack in stats, so I'm guessing it doesn't fit your playstyle. M0 Railgun isn't that good, but it's usable.
